Kerala Medical Services Corporation (KMSCL) is a fully owned Government Company for providing services to the various health care institutions under the department of Health & Family Welfare as per Section 617 of Companies Act; 1956. The company was incorporated on 28th December 2007. One of the key objectives of the KMSCL is to act as the central procurement agency for all essential drugs and equipments for all public healthcare institutions under the department.

The company is procuring drugs worth more than Rs 600 crores & above 400 different types of medical equipments and also provides services needed for health sector. The corporation has also been entrusted with the setting up and running of all kinds of modem Medical and Paramedical or medical based ancillary facilities such as hospitals, pathological labs, diagnostic centers, x-ray/scanning facilities. The government of Kerala formulated KMSCL to provide best in class healthcare infrastructure services to the over 1300 healthcare institutions under the department of Health & Family Welfare, Kerala State.

Karunya Community Pharmacy Ltd is a government project run by Kerala Medical Services Corporation Ltd (KMSCL). It provides essential medicines at low prices to the public. These pharmacies are set up across Kerala, mostly in or near major government hospitals, so that people can easily reach them. The main goal is to give good quality medicines that are not available for free in hospitals, helping patients save money. The project called “KANIV-108” (Kerala Ambulance Network for Injured Victims) has been envisaged as a part of Trauma care in order save the precious life which is being lost in the road accidents. The 315 BLS ambulances has been deployed in a manner that the black spots of Kerala where frequents accidents happens can be reached in a minimal time by the KANIV-108 ambulances. The vehicles has been divided into two categories 12 hour servicing vehicles and 24 hour servicing vehicles. The time between 8:00 AM to 8:00 PM when the maximum number of accidents happens all the 315 ambulances will be in service and during 8:00PM to 8:00 AM only 150 ambulances will be in service.

Besides road accidents pregnant women, stroke patients, Heart patients and all type of medical emergencies are attended including the service during disasters. For the effective service these vehicles have Oxygen cylinders, Suction Pumps, Pulse Oxymeter, Nebuliser, BP Apparatus, Scoop Structure, Cervical Coller, Spine board these equipments are available in the ambulances. All the services are done under the supervision of a trained EMT (Emergency medical Technician).

The project is operated by M/s GVK EMRI which has been selected through an e tender process and agreement has been signed for a period of 5 years in which the agreement has to be renewed at the end of each year based on annual performance appraisal. As per the agreement M/s GVK EMRI has to source the vehicle set up the control room at Technopark recruit employees has to bear fuel expense, maintenance of vehicles, salary of employees etc KMSCL will be paying a consolidated amount for running an ambulance per month from this amount M/s GVK EMRI has to meet all the expenses related to the operation of the ambulances.

All the ambulances are fitted with GPS devices and controlled by the control room situated at Technopark Thiruvananthapuram. Trained Emergency technicians sitting at Technopark control room will collect information’s from the caller and identify the nearest free ambulance and direct the ambulance to the caller. EMT after examining the patient will take the patient to the nearby hospital based on the seriousness of the patient. All district there is a district level committee with district collector as chairmen and the members include Superintendent of police, District Medical officer, District Programme Manager, and Regional transport Officer and a State Level committee with Health Secretary as Chairman and Director of Health and Director of Medical Education as members. All the vehicles are displayed with a toll-free number (18005992270) to address the grievance of the users of the ambulances.

The first phase of the operation of the ambulances with 101 vehicles has been done by the Hon’ble Chief Minister of Kerala on 25th September 2019 at Thiruvananthapuram. And second phase has been inaugurated by the Hon’ble Health Minister on 21/10/2019 at Kannur with 100 vehicles.
The KANIV-108 ambulances has done an appreciable service during the natural disaster happened in Pettimudi. These ambulances were instrumental in the service done at Karripur airport during the  plane  crash,  46  KANIV-108  ambulances  were  rushed  to  Karippur   from Kozhikkode  and  Malappuram, districts. The vehicles have transported 36 injured passengers to hospital giving medical aid. 96 employees of KANIV-108 employees has participated in the rescue mission.

 

The Essential Drugs Division of KMSCL undertakes the procurement and supply of generic drugs and supplies by inviting competitive national-level e-tenders. As part of achieving volume based scale of economy, Government directed KMSCL to do the purchase and distribution of oncology drugs for Regional Cancer Centre during 2019-20. Govt. also directed Kerala Medical Services Corporation to establish a single channel mechanism for the supply of drugs & consumables to the three autonomous institutions involved in Comprehensive Cancer care in the State of Kerala ie., Regional Cancer Centre (RCC), Cochin Cancer Research Centre (CCRC) and Malabar Cancer Centre. Subsequently the Corporation started procurement of oncology and other drugs to such institutions from 2020-21 onwards.

  • Tender category I &II :- Includes drugs and drugs require special cold storage conditions
  • Tender category III-VIII:- Includes Medical Devices, Blood diagnostic kits and reagents, Consumables, Disinfectants & Chemicals, Surgical Sutures and X-ray films & accessories.
  • Anticancer drugs :- Drugs required for the treatment of cancer
  • Speciality drugs:- High value drugs which does not included in the Essential Drug List, used for the treatment in Specialty or Super Specialty hospitals

Equipment Procurement 

The rapid advancement in the technology of Medical Equipments, increasing complexity of the equipment, the manufacturers moving towards closed type of equipments, and to provide importance to after sales services of the equipments procured, the Equipment section was started in KMSCL from the year 2010.

The primarily objective of the equipment section is to procure equipments for the institutions under Directorate of Health Services and Directorate of Medical Education through various funds. The total life cycle cost of the equipment is considered for the evaluation of the lowest bidders. The division procures small equipment like weighing machine to high end equipments like MRI Scanners, Linear Accelerators, etc through transparent tender process. All tenders invited are e- tenders in the portal of Govt. of Kerala. All major equipments procured will have 3 to 5 years comprehensive warranty period and the rate for Comprehensive Annual Maintenance Contract is fixed for a further period of 5 to 7 years. The minor equipments will have a warranty period of 1 to 2 years depending upon the cost of the equipment. The rate of proprietary consumables / reagents required for the functioning of the equipment is fixed during the tender process. The equipments which requires specialized infrastructure for the installation are done through the suppliers of the equipments by including as 'turnkey' in the tender process itself.
